In FY 1995, the Early Head Start program was established to serve children from birth to three years of age in recognition of the mounting evidence that the earliest years matter a great deal to children's growth and development.  Head Start programs promote school readiness by enhancing the social and cognitive development of children through the provision of educational, health, nutritional, social and other services to enrolled children and families. Manlove.  Fifteen-Mile House was the 2nd relay station out of Sacramento for short-lived  (18 mo.) Pony Express.  Henry Frederick William Deterding let the Grange meet in his upstairs meeting room rent-free, and even constructed a wardrobe at their request.  On November 21, 1884, they voted to pay Brother Deterding $2.50 a month for rent. At the March 4, 1876 meeting, is the first mention of building their own meeting place.  One of the ranchers, Mr. James Cornell (not a charter member), donated a piece of his land.  The hall was built of redwood, by its own members, and Mr. Rodman and Carl Halverson (a member who knew carpentry), with donated material, including hand-made square nails.  The hall located at what is now known as 2720 Kilgore Road in Rancho Cordova, CA was dedicated Thursday, October 26, 1882” (per website)

Designed for middle and high school age youth, parents and interested adults in our community, this program includes healthy cooking classes, experiential learning farm field trips, teacher trainings, school garden creation, youth entrepreneurial and service learning projects and youth leadership development. Woven throughout all of these programming elements are ideas meant to stimulate thinking and understanding about the connections between the food we grow and consume, our own personal health and the health of the environment.

In the coming years we will be developing pilot programming in many different regions of Sacramento. Currently we work in the neighborhoods of Del Paso Heights and Arden/Arcade focusing on the youth population. In the fall of 2007 and into 2008 we will begin programming in the Rancho Cordova Community based out of our American River Farm and Education Center. Please check in with us to find out how you can get involved or partner with us in this important work.

Through volunteering with the Urban Farm Stand, the youth will gain useful job and leadership skills as well as nutrition information about the benefits of including fresh fruits and vegetables in ones diet. The youth interns will be tasked with developing a means to communicate and share this nutrition information with members of their community.

The Urban Farm Stands will provide a vital source of healthy foods to individuals and families. As part of our role in promoting healthy eating, we will be engaging area day care centers and pre-schools to provide nutrition information to children ages 0-5 and their parents. The parents will be encouraged to participate in the Urban Farm Stand project as volunteers.

These lively weekly events will also provide a fun meeting place for neighbors to get to know each other, share their talents and enjoy the resources available in their community. By providing convenient access to fresh fruits and vegetables, coupled with relevant nutrition information, the Urban Farm Stand will result in healthier families and healthier communities."

7  http://www.cabq.gov/planning/nbrcoord/neighworkshop.html (neighborhood workshops hosted by city)

8  http://www.livinginportland.org/ (welcoming language from city toward residents, purpose of program, the city has a separate site for their neighborhood services division)

9  http://www.maricopacountyattorney.org/BROCHURES/PDF/Neighborhood_Association_b.pdf (a PDF file regarding the rights of neighborhoods and how associations knowing their rights may impact their ability to fight crime).

10  http://www.icgov.org/neighborsvcs.htm#coordinator (this city has a neighborhood service coordinator that acts as a liaison between city government and citizens, they also have a grant program that seems to provide money to each association to help make deliberate improvements in their community – this is $5000 well spent and outstanding publicity too)

11  http://www.miamibeachfl.gov/newcity/neighborhoods/neighborhood_associations_contact.asp (informative FAQ section on Miami Beach neighborhood portion of site, description on how to become an association, association bi-laws in PDF format (only 8 pages), parliamentary procedure tips (helpful section and explains terminology to those not initiated))

12  http://www1.cj.msu.edu/~outreach/namich/ (this is not a city, but a group between local government and citizens.  One great idea gleaned from their site is to give awards to local law enforcement and community groups and activists for their role in improving the quality of local life)

13  http://www.greatergreenville.com/neighborhoods/programs.asp (This site offers inviting language and a clear point from the city that it is relying upon its residents to build community.  There are clear-cut programs for neighborhood beautification and a deliberate process for becoming a neighborhood association)

14  http://www.ci.green-bay.wi.us/geninfo/neighborhood_associations/neighborhood_assoc.html (This site has a great “block party kit”, which is a practical guide on how to start a block party.  They also have a $1000 grant application that may be helpful to look into.)

15  http://www.ci.west-linn.or.us/Community/NeighborhoodAssociations/nbrhoods.htm (This site has clear language from the city on how they support associations and what activities they believe are best for associations to be doing).

16  http://www.cityofsacramento.org/ns/your-neighborhood/starting-neighborhood-assocation/ (The City of Sacramento has a portion on their site devoted to neighborhood associations.

17  http://www.atlantaga.gov/residents/neighborhoodlink.aspx (This site has a stellar paragraph in which the City states they are proud of their associations and the work that they are doing within the community.  This is invitational language and clear support as well as kudos, which citizens appreciate.  The site does not appear to offer much in terms of resources.)

18  http://www.waco-texas.com/leadership/neighborhood_services/nabenefits.htm (This site’s redeeming feature is a “benefits” section in which a handful of benefits which neighborhood associations receive are listed.  One stand-out benefit was that the city listed that they would provide dumpsters three times a year for neighborhood clean-up days.  Two of these times would have to coincide with a City program, but the other time was to be selected at the discretion of the association).

19  http://www.ci.knoxville.tn.us/newcomers/neighborhood.asp (An important disclaimer: The City of Knoxville is not responsible for content included on listed sites, nor does the city endorse these organizations or establishments. Sites are merely listed for information purposes.)

20  http://www.cityofmadison.com/neighborhoods/NeighborhoodConf2007/index.cfm (This city did a 4-hour conference with the Mayor regarding strong neighborhoods.  There were workshops during the conference also.  The website itself is not tremendously stimulating in appearance, but it has a good amount of information regarding neighborhoods and even a section entitled “current planning”.)

21  http://www.sanantonio.gov/planning/neighborhoods/toolbox.asp?res=1024&ver=true (very helpful “tool box” section for residents to be informed about the process of starting a neighborhood association as well as practical tips for along the way.)

Phone:  916-875-0576

Email:  taftd@saccounty.net

Information:  Restorative Justice is a program through the Sacramento County Probation Department which has multiple facets of operation.

1.  VORP:  They have a Victim-Offender Reconciliation Program (VORP) which “brings young offenders (minors) face-to-face with the victims of their crimes through the assistance of volunteer mediators”.  The benefit of this program is that crime is then personalized and a greater chance of taking responsibility is in place.  The victim and offender work out a way for the offender to create a sense of justice from the offense.

2.  Neighborhood Accountability Board:  Per brochure, “The Neighborhood Accountability Board consists of small community panels for young people who are first time offenders.  Offenders can participate in this program in exchange for having the citation removed from their record.”  Volunteer Board Members determine what the offender must do to make restitution to the community.

3.  Neighborhood Alternative Center (Mentoring Program):  This program is designed for “at risk” youth for young people who have not committed any offense but show signs of pre-delinquent behavior.  Ages are typically 9-14.

Short Sales

Information:  Residents ought to exhaust all possible means of avoiding foreclosure by talking with their Lenders and utilizing all of the resources mentioned under "Housing Services".  Hopefully a Lender will budge in listening to your needs and maybe re-structure your current loan to a more desirable fixed rate, but if not, then residents can always investigate short sales.  Whatever the case, make sure you do your homework because you don't want to sell your house and damage your credit when you may have been able to keep it.  There is much talk about short sales these days, so here are a few links to look into:
